Abstract
This Presidential Decree, consisting of 86 articles divided into 17 Chapters, establishes the legal regime governing the activities of refining crude oil, importing, receiving, supplying, storing, transporting, marketing and exporting petroleum products, as well as the procedures and rules applicable to service obligations, planning and licensing of facilities for the Petroleum Derivatives Sector System of the Republic of Angola. The legal regime provided for in applies to all natural or legal persons, as well as institutions governed by public or private legislation. Natural gas distribution and marketing activities are governed by specific legislation. The international transit service of the owners of petroleum products or the provision of complementary deposit, handling, transport or other services in respect of such products is governed by specific legislation.
The objectives of this Presidential Decree aim to perform the following activities: a) ensure the supply of petroleum products to the country in an efficient, effective and economic manner, in accordance with the conditions of the internal market; b) ensure the supply of quality petroleum products at competitive prices to consumers; c) facilitate investments and job creation in the Oil Derivatives Sector System; d) create employment opportunities, including self-employment, as well as increase sources of income in the country, particularly in rural areas; e) promote the safety of people and goods and the protection of the environment in all activities related to petroleum products, from refining or importation to supply to final consumers, j) promote competitiveness in the petroleum derivatives market; g) promote the participation of national entrepreneurs in the Petroleum Derivatives Sector System; h) Promote greater access to petroleum products throughout the national territory; i) ensure the safety, regularity and quality of fuel supply; j) promote energy efficiency and the rational use of petroleum resources and products, as well as the protection of the environment; k) promote the efficient use of petroleum infrastructures, contributing to the normal supply of petroleum products to the national market.
