Abstract
This Presidential Decree approves the National Development Plan 2023-2027 (PDN). The PDN, in accordance with the provisions of the Basic Law of the General Regime of the National Planning System approved by Law No. 1/11 of 14 January, is a medium-term planning instrument aiming to implement the Long-Term Strategy Angola 2050 (ELP), and to cover the national, sectoral and provincial level of planning, as well as all relevant sectors, resulting in an improvement in the well-being levels of Angolans by the end of the five-year period, with three commitments guiding all actions, namely, better food security, more employment and less poverty. In addition, it aims at bringing together objectives, strategies, programmes and actions of the Executive Branch, being, therefore, the plan with the highest hierarchical level of the National Planning System, anchored in the Development Strategy Long-Term Policy - Angola 2050, approved by Presidential Decree no. 181/23 of 1 September. The PDN 2023-2027 aims to respond to the strategic objectives defined in the ELP, ensuring alignment and coherence between medium and long-term planning instruments and constant monitoring of our country's progress in relation to the goals advanced in the ELP.
The National Development Plan 2023-2027 (PDN 2023-2027) opens a new era in the formulation of public policies, with an approach focused on gender equality and the impact of actions (projects and development activities) to be implemented over the next 5 years, and oriented towards the strengthening of the two priority development pillars, which will constitute the engines of our development process and will positively influence public choices, namely: Develop human capital, raising the qualification level of Angolans in order to provide them with more and better opportunities to increase their standards of living; and Raise food security levels, allowing access to a balanced diet, increase national production and employment, making the country less dependent on the outside, and reduce social inequalities, ensuring that Angolans have a better quality of life and can achieve its potential.
