Abstract
This Presidential Decree establishes the National Programme for the Development of Fishing Villages (PNDVP) as a strategic instrument aimed at improving the living conditions of coastal and riverside communities that depend on artisanal fishing. It highlights the Government’s responsibility to promote social well-being and identifies the need to strengthen basic infrastructure and services—such as energy, water, sanitation, road access and housing—in fishing villages across the country. The Decree ensures national coverage, targeting all coastal and riverine areas where such interventions are necessary to enhance quality of life and support sustainable development. A second key objective of the programme is to promote the sustainable and sustained growth of artisanal fishing, both maritime and inland. This includes improving the economic conditions of fishing communities through investments in infrastructure and equipment—such as floating docks, landing areas, processing and storage facilities, maintenance zones, and logistical support structures. The programme aims to increase fish production, strengthen value chains, create employment, enhance market access and improve income for fishing households, while simultaneously reinforcing food and nutritional security nationwide. These measures are aligned with national development instruments, including the PDN 2023–2027 and the Angola 2050 Long‑Term Strategy.
Finally, the text sets out the programme’s broader social, economic and environmental objectives, emphasizing its holistic and multisectoral approach. It promotes environmental sustainability by encouraging the adoption of responsible fishing practices and the conservation of marine and freshwater ecosystems, in line with the principles of the Blue Economy. It also underscores the importance of strong institutional coordination among key ministries, local authorities, civil society, and fishing associations, identifying the need for effective governance, resource mobilization, and participatory planning. The programme’s successful implementation is guided by clearly defined pillars, specific targets for 2025–2027, and a structured governance system to ensure monitoring, evaluation and long-term sustainability.
