Presidential Decree No. 55/25 approving the Rural Village Development Plan (PDA).

This Rural Village (Agrovilas) Development Plan has its legal framework in the Constitution of the Republic of Angola, which enshrines in Article 21(d) as one of the fundamental tasks of the Angolan state “to promote the well-being, social solidarity and the elevation of the quality of life of the Angolan people, particularly the most disadvantaged population groups”. The Rural Villages are intended to ensure, in the short and medium term, an improvement in the living conditions of families, by improving agricultural and livestock activities. Their specific objectives are: a) Increased production and productivity; b) Income generation; c) Job creation; d) Reducing poverty; e) Reducing the rural exodus. The Plan's goals aim to: promote the sustainable and integrated development of rural communities in the provinces targeted by the project, through the modernization of agriculture, the improvement of housing conditions and infrastructure, the strengthening of local capacities and the reduction of poverty, preserving the environment, with a view to improving the quality of life of families.
