Presidential Decree No. 72/25 approving the Natural Gas Master Plan.

The Natural Gas Master Plan (PDG) is the Angola's strategy for promoting a dynamic and sustainable Natural Gas value chain based on four pillars: 1. Natural Gas Resources; 2. Infrastructure; 3. Market; 4. Legal and Regulatory Framework. The PDG defines the bases for leveraging Angola's Natural Gas resource potential, over a time horizon of 25 years in order to guarantee the creation of jobs and the generation of revenue for the State, that is, the socioeconomic development of the Country. Its general objectives are: a) Create a business environment conducive to investment and the promotion of a dynamic and sustainable Natural Gas value chain; b) Define the guidelines for the sustainable development of Natural Gas resources and their use in the domestic market, contributing to the energy transition and the diversification of the national economy.
The Plan's specific objectives are: a) Intensify exploration for the discovery of new Natural Gas resources; b) Develop infrastructures for processing, transportation, storage, autonomous gas units, regasification and distribution terminals; c) Create a competitive and efficient internal Natural Gas market, with a view to defining the monetization options for this resource; d) Establish a robust legal and regulatory framework to ensure the development and use of Natural Gas resources; e) Identify current and future demand and supply of Natural Gas for any market; f) Promote coordination between the various Ministerial Departments; g) Use Natural Gas as an alternative to diesel in thermoelectric plants; h) Recruit, train, integrate and develop national staff; i) Promote Local Content throughout the Natural Gas chain; j) Ensure the safe and sustainable supply of natural gas, promoting efficient use and maximizing economic, social and environmental benefits.
