Presidential Decree No. 73/26 approving the amendments to the Statutes of the National Agency for Oil, Gas and Biofuels (ANPG).

This Presidential Decree amends and reprints the Statute of the National Agency for Petroleum, Gas and Biofuels (ANPG) with the main objective of strengthening its institutional, regulatory, and operational framework in order to improve efficiency and performance in the petroleum, natural gas, and biofuels sector. It revises numerous provisions governing the mandate, structure, and competences of the ANPG, reaffirming its dual role as regulator and supervisory authority for upstream, midstream, and biofuel activities, as well as its function as National Concessionaire responsible for managing mineral rights, promoting investment, and overseeing contractual and operational activities in the hydrocarbons sector. The decree also seeks to modernize the organization through the adoption of more agile processes, improved information systems, and clearer allocation of responsibilities, thereby enhancing technical specialization and ensuring stricter control over sector activities. In addition, the decree restructures the internal organization of the ANPG by redefining its governance bodies, expanding its administrative and technical services, and introducing new units and competences aimed at addressing evolving sector priorities. It emphasizes the development of regulatory frameworks for petroleum, gas, and biofuel value chains, including transport, storage, processing, and commercialization activities, while strengthening oversight functions, licensing, and compliance mechanisms. The decree further promotes investment, local content development, and data management, and integrates cross-cutting objectives such as environmental protection, occupational safety, decarbonization, and energy transition, including the promotion of biofuels and low-carbon initiatives.
