Abstract
This Presidential Decree approves the Regulation on Electric Energy Production, Transport, Distribution and Commercialization. The Regulation, consisting of seven Chapters, establishes the legal regime applicable to the exercise of the above mentioned activities, under the General Electricity Law, approved by Law No. 14-A/96 of 31 May, defining the composition, actors and principles of the National Electric System (SEN), which comprises the Public Electric System (SEP) and the Unbound Electric System (SENV). In addition, it regulates expropriation and easement policies, competences, management and planning of the SEP and security of supply and establishes the main terms and conditions of the bases of the concession for the production of electricity> Furthermore, it provides for the general principles, the assets and means allocated to the concession, the obligations, responsibilities and supervision of the concessionaire, the rights of the concessionaire, guarantees of compliance with the concession contract, etc.
