Abstract
This Presidential Decree establishes a reform of the institutional framework governing water resources in Angola through amendments to the regulation of the National Water Council (Conselho Nacional de Águas). Its main objective is to revise the coordination structure of the Council by assigning its leadership to the Minister of State for Economic Coordination, thereby strengthening high-level political oversight and improving intersectoral coordination in water governance. This change reflects the need to enhance the effectiveness of decision-making and align water management with broader economic planning and development priorities. The decree aims to update the composition and organization of the Council, ensuring the participation of key ministerial sectors involved in water resource management, including agriculture, fisheries, industry, public works, planning, finance, and health. By redefining its structure and leadership, the decree aims to improve institutional coordination, policy coherence, and integrated management of water resources, while maintaining continuity of the Council’s advisory and coordination functions within the national governance system.
