Presidential Decree No. 81/26 approving the biosafety regulations concerning the management of genetically modified seeds.

This Presidential Decree establishes a comprehensive legal framework on biosafety for genetically modified seeds (SGM) in Angola. Its primary objective is to regulate all activities related to the lifecycle of genetically modified organisms—ranging from research, import, production, and commercialization to environmental release and disposal—through the establishment of strict biosafety rules and oversight mechanisms. The decree aims to enhance agricultural productivity and innovation while ensuring the protection of human health, the environment, and biodiversity, in line with national agricultural development goals and environmental protection obligations. The decree aims to create a robust system of authorization, risk assessment, monitoring, and control of activities involving genetically modified seeds. It assigns a central role to the National Seed Authority (Autoridade Nacional de Sementes) and establishes procedures for licensing, inspection, public participation, labeling, and traceability, as well as liability for damages and sanctions for non-compliance. It also seeks to ensure transparency, scientific evaluation of risks, and stakeholder involvement, while promoting the safe development and use of biotechnology in agriculture, balancing economic objectives with safeguards for ecosystems and public health
