Abstract
This Presidential Decree approves a Memorandum of Understanding (MoU) between Angola and Zambia aimed at establishing the Liuwa Plain–Mussuma Transboundary Conservation Area. Its primary objective is to formalize bilateral cooperation in the environmental sector by creating a framework for dialogue, negotiation, and eventual joint management of a transboundary conservation area. The decree seeks to strengthen diplomatic relations and promote coordinated action for the conservation and sustainable use of shared natural and cultural resources, in line with regional and international environmental agreements. The MoU aims to promote ecosystem integrity, biodiversity conservation, and sustainable socio-economic development through transnational collaboration. It establishes mechanisms to harmonize environmental management across borders, encourage participation of local communities, the private sector, and other stakeholders, and develop strategies for sustainable resource use and ecotourism. The agreement also aims to foster regional economic development, enhance ecological connectivity, and ensure that conservation efforts generate tangible benefits for local populations while maintaining long-term environmental sustainability.
