Abstract
This Presidential Decree approves the Agreement between the Republic of Angola and the Republic of Namibia on the Development, Construction and Operation of the Baynes Hydroelectric Power Station, signed in Windhoek on 18 November 2024. The purpose of this Agreement is to establish the legal framework for the fulfilment of the Parties' joint commitments, its annexes and supplementary protocols, and any other legal instruments that may be agreed by the Parties. This Agreement shall provide for the development, operation and maintenance, as well as the monitoring and supervision of the Project, promoting the equitable sharing of benefits and responsibilities, with due consideration for the environmental and social requirements of both Parties and the sustainable management of natural resources. The primary purpose of the project is to produce hydroelectric power for Angola and Namibia. The project will interconnect the electricity grids of Angola and Namibia and will therefore be integrated into the regional transmission network of southern Africa. The implementation of this project will also contribute to creating opportunities for economic and social development in each country.

Entry into force notes
This Agreement shall enter into force on the day on which the Parties exchange the last diplomatic note informing each other of the fulfilment of their respective internal legal formalities, giving effect to this Agreement, and shall remain valid during the economic life cycle of the Project.
