Presidential Decree No. 99/24 approving the Statute of the Ministry of Industry and Commerce.

This Presidential Decree approves the Statute of the Ministry of Industry and Commerce (MINDCOM) as the ministerial department of the head of the executive branch, responsible for proposing, formulating, conducting, executing, evaluating, monitoring and supervising the executive branch's policies in the fields of manufacturing, industrial services, trade, commercial services, strategic food reserves and the development and integration of the national economy. This Statute establishes composition, duties and responsibilities of the MINDCOM. MINDCOM has the following powers: legally represent the Ministry and ensure that collaborative relations are maintained between the Ministry and other public and private legal entities; sign, with prior authorization and on behalf of the State, agreements, protocols and contracts in the economic sphere; ensure that the programmes and policies defined by the Head of the Executive are implemented; conducting the Ministry's budgetary and financial execution; exercising powers of superintendence over the bodies overseen by the Ministry; ensuring the correct application of the policy of training, capacity building and technical and professional development of human resources and authorizing the hiring of national and foreign specialists, outside the Ministry's staff, to carry out specific tasks; promoting the creation of Logistics and Distribution Centres and State Supply Markets, at provincial and municipal level, on the basis of partnerships aimed at ensuring the public interest, as well as approving the respective regulations; exercising other powers established by law or determined by higher authority.
