Abstract
This Protocol aims at conservation and sustainable use of living aquatic resources and aquatic ecosystems that are of interest to the members of SADC that are a Party to this Protocol. The Protocol shall apply to resources within the jurisdiction of State Parties, resources outside their jurisdiction that may be of interest to State Parties and fishing by nationals of State Parties and activities related thereto (arts. 2 and 3).
Article 4 sets out the principles relative to implementation by State Parties and other stakeholders of the objectives of the Protocol. Article 5 defines responsibilities of State Parties with respect to measures for the implementation and observance of provisions of the Protocol by nationals. Article 7 concerns the management of shared resources including the resolution of disputes over shared resources, bilateral initiatives and initiatives regarding the management of shared inland water resources. Article 10 concerns minimum terms for access for non-SADC-flag vessels. Article 11 outlined general principles of high seas fishing, whereas article 12 lists a series of measures and intentions regarding artisanal and small-scale commercial fishing. Article 13 deals with aquaculture, article 14 with the protection of the aquatic environment including coastal zone management, article 16 with human resources development, article 17 with trade and investment, article 18 with science and technology and article 19 with information exchange.
The Parties shall establish a Committee to oversee the implementation of this Protocol. Remaining provisions concern financial matters, settlement of disputes by the SADC Tribunal and matters of miscellaneous character. The Appendices to the Protocol list relevant international instruments and bodies.

Entry into force notes
This Protocol shall enter into force thirty (30) days after the deposit of the instruments of ratification by two-thirds of the Member States.
