Abstract
This Resolution approves, for the accession of the Republic of Angola, the Addendum to the Agreement Establishing a Uniform River Regime and creates the International Commission for the Congo-Oubangui-Sangha Basin (CICOS). The Commission aims to promote the integrated management of water resources in the territory of the commission's competence and establishes the principles and methods of water uses of the Congo River and its effluents. In particular, its purposes aim at: defining methods for examining and approving new projects that may affect water quantity and quality; Determining rules on environmental preservation and protection, particularly with regard to the fauna and flora of aquatic ecosystems, wetlands and terrestrial ecosystems that depend on them; defining the framework and modalities for the participation of water users in decision-making for the management of water resources in the basin and its effluents; reinforcing cooperation in all areas of sustainable development through the use, management and conservation of water and the resources of the river and its tributaries, by optimizing the various uses of water and the reciprocal advantages enjoyed by the Contracting States with a view to reducing the negative effects that could result from unorganized competition between States.
