Abstract
This Resolution approves the Plan of Fisheries and Agriculture Management 2006/2010. One of the central objectives of the governmental programme is the fight against hunger and poverty alleviation, in which the fishing sector plays a key role, through the sustainable management of fisheries resources, to ensure the supply of fish and maximize socio-economic benefits. One of the roles of the State, the promotion of the development of aquaculture to increase the supply of fish to contribute to food security, on the one hand, and the promotion of employment on the other. Aquaculture could play a strategic role in resolving the Government's major objectives for poverty alleviation, food security, the relaunch of the productive sector and increased contributions to the national treasury. With the implementation of the policy and legislative framework for the sustainable development of aquaculture, projects can be implemented ensuring the use of good practices and land use rights.
The Fisheries Management Plan (POPES) is a strategic planning tool of the Government which through the competent Ministry (Minpescas) will undertake the following actions: a) present a chronologically structured set of legal and administrative measures to establish the fisheries management model to ensure the rational use, self-renewal and sustainability of aquatic biological resources, based on scientific information, with regard to the principles of precaution, prevention, integrated management, institutional coordination, participation and international cooperation; b) guide the methodology for the exploitation of aquatic biological resources for fishing and aquaculture to implement sectoral socio-economic actions based on available scientific information; c) promote the establishment of an information base resulting from monitoring, institutional coordination, international technical exchange, monitoring of fisheries, aquaculture and related activities and compliance with the management measures set out in the annual plan of the Ministry of Fisheries.
