Abstract

The law outlines requirements for the recognition and regulation of breeding associations and companies, the approval of breeding programs, and the transfer and use of breeding animals and materials such as semen, oocytes, and embryos. It emphasizes genetic quality, animal identification, traceability, and documentation for all reproductive activities, including natural mating and artificial insemination.
The law also establishes strict qualifications for insemination technicians and breeding operators, with EU-compliant recognition of training and credentials. It sets clear obligations for recordkeeping, reporting genetic defects, and ensuring proper handling and use of breeding materials. Enforcement measures include penalties for violations, data handling rules, and cooperation among authorities. Transitional provisions protect existing rights and practices under previous regulations. The law consists of 28 Articles.
