Abstract
The Burgenland Animal Breeding Act 2019 applies to the breeding of cattle, pigs, sheep, goats, and equines. The Act aligns with EU Regulation 2016/1012, which standardizes animal breeding and pedigree requirements across the European Union. It establishes guidelines for the breeding, trade, and movement of purebred animals and hybrid breeding pigs, ensuring compliance with EU animal breeding regulations.
The Act regulates the recognition of breeding organizations, approval of breeding programs, and performance testing. It sets standards for the transfer and use of breeding animals, semen, eggs, and embryos, while also addressing genetic defects, malformations, and sterility. Additionally, it includes provisions for the qualifications of artificial insemination technicians and the recognition of training certificates under EU law. The law also defines the responsibilities of regulatory authorities, establishes oversight mechanisms, and includes penalties for violations. Its main goals are to maintain and improve animal performance while considering animal welfare, enhance the sustainability and competitiveness of livestock production, ensure high-quality animal-derived products, and promote genetic diversity and breeding efficiency. The text consists of 23 Articles divided into 5 Paragraphs as follow: General Provisions (1); Breeding Association and Breeding Enterprise, Performance Testing, Breeding Value Estimation, and Data (2); Transfer or Assignment of (Breeding) Animals, Distribution and Use of Semen, Eggs, and Embryos (3); Authorities, Animal Breeding Council, Monitoring, Promotion of Sire Breeding, Regulations, Penal Provisions (4); and Transitional Provisions, Implementation of Union Law, Entry into Force, Repeal.
