Abstract
The purpose of the present Law is to establish, on the basis of the polluter pays principle, a framework for environmental liability with regard to the prevention and remedying of environmental damage. Environmental damage includes damage to protected species and natural habitats, water damage and land damage. The text, consisting of 16 articles, deals with the following aspects: purpose, sphere of application, exceptions, definition of terms, preventive measures, remedying measures, costs for such measures, competent authority, transboundary environmental damage, environmental complaint, legal aid, penalties, enforcement of directive, entry into force and transitional provisions. Four Annexes are enclosed.
