Abstract
The present Law enforces the Regulation (EC) No. 166/2006 of the European Parliament and of the Council concerning the establishment of a European Pollutant Release and Transfer Register and amending Council Directives 91/689/EEC and 96/61/EC. For the purposes of the present Law “pollution” means the direct or indirect introduction as a result of human activity, of substances, vibrations, heat or noise into the air, water or land which may be harmful to human health or the quality of the environment, result in damage to material property, or impair or interfere with amenities and other legitimate uses of the environment. Article 1 lists the various installations, such as incineration plants, poultry breeding facilities, slaughtering and production of food products from animal or vegetable raw materials. Thereafter, the text deals with definition of terms, procedures relating to the issuance of permits, access to information and public participation in the permit procedure, trans-boundary effects, reconsideration and updating of permit conditions by the competent authorities; and penalties. The text consists of 14 articles divided into 3 Parts as follows: Approval of IPPC installations (I); Environmental noise and environmental liability (II); Penalties, final and transitional provisions (III). One Annex is enclosed.
