Abstract
The purpose of this Federal Act is the implementation and enforcement of Regulation (EU) No. 517/2014 on fluorinated greenhouse gases and all related tasks, in order to contribute to reducing emissions of fluorinated greenhouse gases.
The Federal Act establishes that the Federal Minister for Agriculture, Forestry, Environment and Water Management is the competent authority for implementing and enforcing the related European Regulations, and the Governor of each State is the competent authority for market surveillance, in cooperation with the customs authorities in case of products or facilities entering from outside the European Union. The Federal Act requires individuals and companies dealing with fluorinated greenhouse gases to have specific training and certification requirements and provides for testing and certification bodies. In case of violation of the provisions of the EU Regulations the Act provides for administrative offences punishable with a fine.
