Abstract
This Act establishes the legal framework to complement the EU Regulation No. 1143/2014 aimed at preventing and managing the introduction and spread of invasive alien species (IAS). It designates local authorities (Magistrat) as responsible for implementation in Vienna and mandates property access for enforcement purposes. The law empowers the regional government to issue ordinances for emergency, management, restoration measures, and action plans addressing invasive species. Public participation is ensured by requiring draft plans to be published for six weeks’ comment. Violations are subject to administrative fines or substitute imprisonment, including penalties for attempted offenses, revocation of permits, and confiscation or destruction of invasive species. The text consists of II Articles. Article I divided into 5 sections.
