Abstract
The aim of this Ordinance is to define the content, form and design of danger zone plans for the Austrian forests. Danger zone plans are expert reports, providing a basis for the planning implementation and classifying of measures for torrent and avalanche control, and for the regulation of the activities of the members of the of the forest engineering departments as experts.
Section 3 defines the subject of danger zone plans: catchment areas of torrents and avalanches, danger zones and reserved areas, the condition of terrain and soil, information concerning natural hazards other than those caused by torrents and avalanches (such as falling rocks, landslides and erosion).
According to section 4 the spatial planning area of danger zone plan covers the territory of a municipality (planning area), but it can also be limited to parts of it.
Section 5 specifies that the offices in the catchment areas and other authorities, in particular the Federal Hydraulic Engineering Administration, the forest service at the state government office or the district administrative authority, must collect the planning principles, record them in the torrent and avalanche cadastre and then evaluate them.
Section 6 indicates the content of a danger zone plan: a cartographic and a textual part and what each part must include. Section 7 indicates the criteria to identify danger zones (red or yellow, on the basis of the degree of danger) and restricted areas (identified by blue).
Section 8 provides for the introduction of a warning area inside the danger zone plan. Warning areas are defined as area likely to be exposed to natural hazards other than those caused by torrents and avalanches, such as falling rocks or landslides or erosions not related to torrents or avalanches (brown areas) or areas whose protective function depends on the preservation of the condition of the ground or terrain (purple areas).
