Abstract
The Austrian ministerial ordinance establishes a harmonised method for distinguishing household from commercial packaging to ensure fair competition and consistent compliance under the Austrian Waste Management Act 2002. It introduces detailed classification rules by product group, with predefined allocations and material-specific percentage shares for different types of packaging to determine responsibility for collection and recovery obligations. The regulation also addresses special packaging cases, reporting duties, and coordination with collection systems, while providing transitional provisions, EU notification compliance, and a fixed validity period until 31 December 2029.
