Plant Protection Products Act.

Chapter 1 of the Federal Act provides a number of definitions, particularly that of "plant protection products" (substances and preparations as well as organisms, including viruses and their components, which are intended to protect plants or plant products against harmful organisms, remove plant growth (herbicides), regulate plant growth (growth regulators) or be added to other plant protection products in order to modify their properties or effects); "harmful organisms" (animals, plants and micro-organisms in all stages of development, including viruses and similar disease agents, which may harm the plants or plant products affording protection); "environment" (water, air, soil, as well as the inter-relationship between them on the one hand and the inter-relationship with all living organisms on the other); "integrated pest control" (a combination of processes where the use of chemical plant protection products shall be limited to the necessary minimum, and priority consideration given to biological and biotechnological measures, as well as to other cropping and growth technologies. Chapter 2 sets out the principles governing transactions with plant protection products, particularly the placing on the market of such products, applications for authorization, trade names of plant protection products, authorizations, procedural provisions, amendment and withdrawal, and expiry and renewal of authorizations, labelling and packaging. Chapter 3 deals with the plant protection products register and provides the official list of the products concerned. The other Chapters cover, in particular: General principles on advertising; the obligations of users and authorization holders; general principles on imports, control (the appointment, sphere of competence and obligations of inspectors); inspection and evaluation of samples, confiscation, traders' obligations, fees, general principles on confidentiality of information and penalties.
