The law aims to maintain and improve animal performance while ensuring animal health and welfare, enhancing the economic efficiency and sustainability of animal production, guaranteeing the quality of animal products, and preserving genetic diversity. It establishes the legal framework for recognizing breeding associations and enterprises, approving breeding programs, conducting performance tests, and estimating breeding values, all aligned with EU standards and regional requirements.
The law requires breeding associations or enterprises to apply for official recognition by demonstrating compliance with specific criteria, including having their headquarters in Salzburg. Approved breeding programs must cover at least the entire Salzburg territory and meet EU and national standards. Changes to breeding programs require official approval, and the law also governs the transfer and use of breeding animals, semen, eggs, and embryos. It includes provisions on the qualifications of insemination technicians and cooperation between authorities to ensure effective supervision. Violations of the law can lead to penalties, and the legislation also provides for the promotion of animal breeding and data protection measures related to breeding activities.
