Viena Animal Breeding Law 2021.

The Vienna Animal Breeding Law 2021 regulates the breeding of animals in Vienna in alignment with EU Regulation 2016/1012 on animal breeding and pedigree requirements. Its objectives are to preserve and improve animal performance while ensuring animal health and welfare, enhance the sustainability and competitiveness of animal production, maintain the quality of animal-derived products, and promote genetic diversity. The law covers the recognition and supervision of breeding associations and enterprises, the approval and modification of breeding programs, performance testing, and breeding value assessment. It also governs the transfer and use of breeding animals, semen, oocytes, and embryos, including detailed documentation and certification requirements to ensure traceability and compliance with EU standards.
The Act assigns responsibilities to the Vienna Chamber of Agriculture as the main authority, supported by the Tierzuchtrat (Animal Breeding Council), and establishes rules for monitoring, data processing, and enforcement. It provides for administrative measures such as inspections, prohibitions, and the seizure of breeding materials in case of violations, and prescribes fines for non-compliance. Transitional provisions recognize previously authorized breeding programs and certifications. The text consists of 22 Articles.
