WFA-Climate Ordinance (WFA-KlimaV).

The WFA-Klima-Ordinance establishes mandatory procedures for integrating climate impact assessments into Austria’s results-oriented impact assessment framework under the Federal Budget Act 2013, applying to draft regulations and financially significant projects. It introduces key climate-related definitions, requires consideration of emissions, carbon storage, adaptation capacity, dynamic climate changes, and gender-differentiated impacts, and implements a two-stage assessment process consisting of a simplified screening and a detailed evaluation for significant effects. Detailed assessments must quantify greenhouse gas impacts over five years, identify sectoral and lock-in effects, and classify impacts under relevant EU climate frameworks. The regulation also assigns implementation and quality-control responsibilities to a dedicated climate-check service unit supported by the Environment Agency, mandates post-implementation evaluations for measures with substantial climate impacts.
