Abstract
The ACT Waste Management Strategy 2011–2025 encompasses wastes from the household, commercial and industrial, construction and demolition sectors and biomass from wood and garden waste.
The goal of the ACT Waste Management Strategy 2011–2025 is to ensure that the ACT leads innovation to achieve full resource recovery and a carbon neutral waste sector. This goal is supported by four key outcomes and identifies 29 strategies that will enable the achievement of the outcomes. The objectives are: Outcome 1: Less waste generated; Outcome 2: Full resource recovery; Outcome 3: A clean environment; Outcome 4: A carbon neutral waste sector.
Outcome 1’s strategies include: Awareness, education programmes; Support for community gardens and home composting; Ban single-use plastic shopping bags; Reduced packaging waste; Promote reuse through ACT businesses and charities; Promote reuse through bulky waste collection service; Encourage on-site reuse for construction & demolition waste.
Outcome 2’s strategies follow: Boost commercial waste recycling, Recover organic and residual waste resources; Develop markets for organic and residual waste resources; Provide free drop-off facilities for electronic waste; Promote education and active recycling; Government procurement; Public place recycling; Public event recycling; Develop markets for recyclable materials and strengthen regional connections; Disincentives to landfill including appropriate pricing and regulation.
Strategies for achievement of Outcome 3 are: Reduce litter and dumping through laws and raising awareness; National approaches to litter management; Development of the Hume Resource Recovery Estate; Maintain a safe and environmentally responsible landfill to meet the ACT’s future needs; Manage hazardous waste; Increase soil reuse and rehabilitation; Review waste operations and urban planning requirements for multiunit dwellings.
Outcome 4’s strategies are: Methane capture from landfill; Minimise organic waste to landfill; Expand bioenergy generation and investigate new energyfrom-waste technologies to generate energy; Increase recycling to avoid greenhouse gas emissions; Ensure energy efficient waste collection and transport solutions.
