Abstract
The Bidyadanga Community By-laws 2004 replace the original by-laws established in 1979. These regulations apply to individuals on community lands of Bidyadanga Aboriginal Community La Grange Incorporated, regardless of membership status, and supplement the laws of Western Australia. The Council prioritizes the welfare of the community when making decisions and is not obligated to provide explanations for its rulings. Permissions under these by-laws, whether granted or revoked, can be conditional. Membership allows unrestricted access to community lands unless removed by law enforcement. Non-members require permission to enter and must adhere to imposed conditions. Certain areas may be declared off-limits to specific people or vehicles, with signage indicating restrictions. Driving on community lands mandates careful behavior, sobriety, and possession of a valid Australian driver's license. Damaging others' property or trespassing is prohibited. Alcohol and illegal drugs, along with harmful substances, are strictly banned, except prescribed medications. Indecent, disorderly, or disruptive conduct is not allowed. Gun ownership must be reported to the Council, and firearms are required to be stored safely. Obstructing lawful activities or duties is forbidden. Police have authority to enforce these by-laws, arrest violators, and remove them or their belongings from community lands. Offenders may face fines of up to $5,000 or compensation penalties for property damage. These by-laws are enforceable and include provisions for Council-imposed penalties and legal proceedings.
