Abstract
The objects of this Act are: to improve the affordability, reliability, security and sustainability of electricity supply; to co-ordinate and encourage investment in new generation, storage, network and related infrastructure; to foster local community support for investment; to support economic development and manufacturing; to create employment, including employment for Aboriginal and Torres Strait Islander people; to invest in education and training; promote local industry, manufacturing and jobs, export opportunities for generation, storage and network technology; promote consultation and negotiation with the traditional Aboriginal owners of land on which generation, storage and network infrastructure is proposed to be constructed or operated under this Act.
Part 2 sets the basis for the Minister to establish a Board for the NSW renewable energy sector and to appoint a person or body as the electricity infrastructure jobs advocate. Part 2 also provides specific details on objectives and effects of the Plan for the NSW renewable energy to be prepared by the Board under section 7. Part 3 regulates energy security targets monitor that has the purpose to assess and monitor whether or not the firm capacity will meet the energy security target for a financial year. Part 4 contains provisions on renewable energy zones (REZ) and access schemes; The Minister may declare an area a renewable energy zone and also declare the access scheme that is to apply in a renewable energy zone or part of a renewable energy zone. An access scheme is a scheme that authorises or prohibits access to, and use of, specified network infrastructure in a renewable energy zone by network operators and operators of generation and storage infrastructure.
Part 5 is on infrastructure projects and focusing some of the sections on on REZ network infrastructure projects. Part 6 - Electricity infrastructure investment safeguard sets specific objectives and regulates in details the setting of an infrastructure project. The overall objectives are (a) construction of generation infrastructure that is necessary to minimise electricity costs for NSW electricity customers, and (b) construction of long-duration storage infrastructure that is necessary to meet the reliability standard, and (c) construction of firming infrastructure that is necessary to meet the energy security target and the reliability standard.
