Abstract
The Environmental Protection (NEPM-NPI) Regulations 1998, developed under the Environmental Protection Act 1986, govern the implementation of the National Pollutant Inventory (NPI) in Western Australia. The regulations establish responsibilities for occupiers of reporting facilities engaged in industries classified under the ANZSIC 2006 code. These responsibilities include collecting and providing emission and substance-related data when thresholds are exceeded during a reporting period. The regulations outline acceptable estimation techniques for emissions, which must either follow the industry materials provided or receive approval from the Chief Executive Officer. Occupiers are required to retain and provide supporting data for verification purposes for three years and are penalized for failing to comply or submitting false information. Additionally, information submitted under these regulations is protected from being admissible in other legal proceedings, except in cases directly related to a breach of the regulations.
