Abstract
The purpose of this Act, consisting of 11 Parts, is to establish a framework for planning the use, development and protection of land in Victoria in the present and long-term interests of all Victorians (sect. 1). The overall objectives of the Act include: to provide for the fair, orderly, economic and sustainable use, and development of land; to provide for the protection of natural and man-made resources and the maintenance of ecological processes and genetic diversity; to protect public utilities and other assets and enable the orderly provision and coordination of public utilities and other facilities for the benefit of the community and to balance the present and future interests of all Victorians (sect. 4). The Act covers planning and related procedures, it consists of 220 sections and is divided into the following parts: Preliminary (1); Victoria Planning Provisions (1A); Planning Schemes (2); Amendment of Planning Schemes (3); Metropolitan Green Wedge Protection (3AA); Growth Areas Authorities (3AAB); Upper Yarra Valley and Dandenong Ranges – Regional Strategy Plan (3A); Development Contributions (3B); Melbourne Airport Environs Strategy Plan (3C); Williamstown Shipyard Site Strategy Plan (3D); Permits (4); Development Assessment Committees (4AA); Certificates of Compliance (4A); Compensation (5); Enforcement and Legal Proceedings (6); Advisory Committees (7); Panels (8); Administration (9); Projects of State or Regional Significance (9A); Growth Areas Infrastructure Contribution (9B); Regulations (10); Repeals, Transitional and Savings (11).
