Abstract
The Act makes provision for the establishment of the Rural Industries Research and Development Corporation and other Primary Industries Research and Development Corporation. The 159 sections of this Act are divided into 6 Parts: Preliminary (1); Research and development corporations (2); Research and development councils and research and development funds (3); Selection committees (4); Miscellaneous (5); Transitional provisions and consequential amendments (6).
The objects of this Act are to make provision for the funding and administration of research and development relating to primary industries with a view to: (a) increasing the economic, environmental and social benefits to members of primary industries and to the community in general by improving the production, processing, storage, transport or marketing of the products of primary industries; and (b) achieving the sustainable use and sustainable management of natural resources; and (c) making more effective use of the resources and skills of the community in general and the scientific community in particular; and (d) improving accountability for expenditure upon research and development activities in relation to primary industries. "Primary industry" means any field of endeavour (other than in the wool industry) whose objective is either: (a) the production of agricultural or other primary produce; or (b) the extraction from the environment of either: (i) minerals; (ii) substances from which energy is made available; (iii) energy; or (c) the conservation, sustainable use and management of a natural resource. Where the regulations declare the establishment of a Research and Development Corporation in respect of a primary industry or class of primary industries and specify a name for the Corporation: (a) a Research and Development Corporation is established in respect of that primary industry or class of primary industries; and (b) the Corporation is to be known by the name specified in the regulations.
