Abstract
The Recycling and Waste Reduction (Fees) Rules 2020 set out the fee structure and related provisions under the Recycling and Waste Reduction Act 2020. These rules govern the financial aspects of product stewardship, particularly in relation to the accreditation of voluntary arrangements. Fees are prescribed for the consideration of applications for accreditation and for variations to existing accreditations. A fixed fee applies to new applications, while a time-based fee is charged for variations. Applications must be accompanied by the relevant fee unless waived. Penalties apply for late payment, calculated as a proportion of the overdue amount based on the number of days delayed. The Minister has discretion to remit or refund fees and penalties, either on their own initiative or upon written request. Decisions to refuse such requests are subject to review, with affected persons identified in the rules.
