Abstract
The Parties to this Convention, desiring to facilitate the collection, analysis, evaluation and disseminiation of relevant statistical scientific and economic information about the living marine resources of the Region, and in particular the highly migratory species, establish a South Pacific Forum Fisheries Agreement. The Agency shall consist of a Forum Fisheries Committee and a Secretariat. The text of the Convention consists of a Preamble, 11 articles and an Annex: Agency (I); Membership (II); Recognition of Coastal States' Rights (III); Committee (IV); Functions of the Commitee (V); Director, Staff and Budget (VI); Functions of the Agency (VII); Legal Status, Privileges and Immunities (VIII); Information (IX); Signature, Accession, Entry into Force (X); Withdrawal and Amendment( XI).
Sovereign rights of coastal states for the purpose of exploiting, conserving and managing the living marine resources, including highly migratory species, within their respective EEZ's or fishing zone are recognized in Article III. The Committee, which shall meet in a regular session at least once a year, shall: (a) provide detailed policy and administrative guidance and direction to the Agency; (b) provide a forum for consultation between the Parties; (c) carry out other functions as may be necessary to give effect to this Convention. The Committee shall also promote intra-regional coordination and cooperation in the fields specified in Article V.

The Convention shall enter into force 30 days after the eighth signature (art. X, para. 2).
