Abstract
The Victoria’s Marine and Coastal Reforms Final Transition Plan 2018 (The Plan) aims to establish an integrated and coordinated ‘whole of government’ approach to protect and manage Victoria’s marine and coastal environment, as well as provide integrated and coordinated policy, planning, management, decision making and reporting across catchment, coastal and marine areas.
The Plan's objectives are: 1) Protect and enhance the marine and coastal environment; 2) Promote the resilience of marine and coastal ecosystems, communities and assets to climate change; 3) Respect natural processes in planning for and managing current and future risks to people and assets from coastal hazards and climate change; 4) Acknowledge Traditional Owner groups’ knowledge, rights and aspirations for land and sea country; 5) Promote a diversity of experiences in the marine and coastal environment; 6) Promote the ecological sustainable use and development of the marine and coastal environment and its resources in appropriate areas; 7) Improve community, user group and industry stewardship and understanding of the marine and coastal environment; 8) Engage with Aboriginal groups, the community, user groups and industry in coastal and marine planning, management and protection; 9) Build scientific understanding of marine and coastal environments.
The Plan also sets out the functions required to achieve objective reform and the actions to address marine and coastal management challenges. Function 1: Knowledge of the condition of the marine and coastal environment over time. Function 2: Statewide policy and strategic advice. Function 3: Regional and issues-based planning. Function 4: Clear planning and controls for access, use and development. Function 5: Well-resourced, efficient and effective management. Function 6: Community and user groups that are aware of, and involved in, decision-making across the system.
