Abstract
This Act aims to contribute to sustainability and the protection of human health and the environment by promoting the most efficient use of resources, reducing environmental harm including pollution through waste, etc.
The Act provides for the establishment of the Waste Authority and defines its composition and its powers and functions. The Authority may establish committees to assist the Waste Authority in the performance of its functions which are listed in Schedule 2.
The Act provides for the preparation by the Waste Authority of a waste strategy in order to set out a long term strategy for continuous improvement of waste services, waste avoidance and resource recovery, and for waste reduction, resource recovery and the diversion of waste from landfill disposal. The Act further provides for the preparation of yearly business plans, waste plans and of product stewardship plans.
The Act further provides for: the provision of waste services; waste collection permits; local laws and local government rates, fees and charges; collection and application of levies; establishment of the Waste Avoidance and Resource Recovery Account; enforcement measures; etc.
