Abstract
This Agreement sets out a framework for cooperation in the field of disaster management between Turkey and Azerbaijan, through prevention, mitigation, preparedness and response for disaster. The parties agree to cooperate in issues such as: early warning system, fighting against forest fires, combating oil pollution and other harmful substances, supporting first aid and health care, the creation of temporary shelter for those affected by the disaster and planning support to meet their basic needs. The Contracting Parties will determine the management principles of the results of nuclear, biological, chemical and radiological attacks. It is also stated in the Agreement that, joint scientific research activities will be conducted and the contracting parties will agree to exchange information, technology, training and also meteorological and technical information on disaster management. A Joint Committee will be established by the contracting parties. The disputes may be solved by the Joint Committee, unresolved disputes may be solved by the Contracting Parties. This Agreement may be amended by mutual written consent through the Joint Committee. The Agreement is valid for one year and is automatically renewable with termination rights requiring ninety days written notice.
