Abstract
The Strategy of socio-economic development is a national policy with a multi-sectoral approach. The timeframe of the policy is 5 years covering the period between 2022 and 2026. The purpose of this Strategy is to build a society with a higher level of welfare.
This Strategy gives emphasis on achieving a sustainable growing competitive economy. Sustainable economic growth will be achieved through the diversification of the economic sectors and increase of non-oil exports. Effective judicial reforms will be implemented for a healthy and competitive business environment. The effectiveness and transparency of state support mechanisms for entrepreneurship will be ensured. The economic efficiency of the activities of state-owned legal entities will be increased, and their management will be improved. Foreign direct investment will be attracted in the non-oil/gas sector, and the state-owned assets will be transformed into the private sector. A normative legal framework will be developed for expanding the application of digital technologies. The productivity will be increased and new jobs will be created in the agriculture, industrial and services sectors through the application of modern technologies.
This policy lays down strategies for a dynamic, inclusive and socially just society. A fair and comprehensive social protection system will be established for all citizens. The level of employment will increase through the creation of new jobs in the private sector. A decent standard of living will be provided for all, such as by increasing wages. Women's access to economic opportunities will be improved. Human capital and modern innovation will be developed to increase competitiveness. The quality and accessibility of education in innovative and digital skills will be increased. Funding mechanisms will be strengthened for all development stages of start-ups. A system of accessible, high-quality and modern healthcare services will be created for everyone, regardless of age and social status.
This Strategy focuses on achieving clean environment and green growth through sustainable use of natural resources, efficient waste management system, environmentally friendly industrialization, and strengthened environmental monitoring system. Biodiversity conservation will be ensured by protecting forests, species and their habitats and expanding protected areas. The inventory of forest stocks will be carried out. Agrochemical analysis will be provided on lands. Aquaculture will be developed and aquatic bioresources will be increased. Water resources management will be strengthened to increase the supply of the population with drinking water as well as the supply of irrigation water. The coverage of the waste recycling process will be increased. The regulatory environment in the energy sector will be improved and liberal market principles will be applied. The use of renewable energy sources will be increased to ensure energy efficiency. In order to combat climate change, the use of environmentally friendly vehicles and other green technologies will be promoted. The share of renewable energy sources in the installed capacity of electricity production will be increased.
