Abstract
Azerbaijan 2030 is a national policy with a multi-sectoral approach. The timeframe of the policy is 10 years covering the period from 2021 to 2030. This policy lays down 5 national priorities to achieve socio-economic development, as follows: (I) sustainable growing competitive economy; (II) a society based on dynamic, inclusive and social justice; (III) competitive human capital and innovation; (IV) a large return to the territories freed from occupation; and (V) clean environment and green growth.
Sustainable growing competitive economy will be achieved through sustainable and high economic growth, and resistance to internal and external influences. New driving forces will be found for sustainable economic growth, deep diversification of the national economy, and full realization of export potential for goods and services. Economic growth will be based on advanced and effective private initiatives, and the cooperation between public and private sectors will be strengthened. Even though the oil sector is one of the pillars of socio-economic development, this policy draws attention on the non-oil economy. As one of the main factors affecting the lives of citizens, economic growth will ensure improvement in living standards by creating high-paying jobs. The economic efficiency of state investments will be increased, and the level of transparency as regards the activities of state companies will be increased.
Equal and fair access to economic opportunities will be provided for all citizens, regardless of their social status and area of residence. This policy aims at every citizens to benefit from the national development by (i) increasing citizens' wealth and income, including salaries, at the decent level, (ii) increasing wages in line with the increase in labor productivity, (iii) creating wider economic opportunities, effective employment and decent work for all, (iv) improving women's access to economic opportunities, (v) taking measures for minimizing the level of poverty and low unemployment in the country, (vi) strengthening social security system, with a special emphasis on low-income and poverty-sensitive people, and persons with disabilities, and (vii) improving living standards in the regions.
The quality of education will be improved in order to keep up with the growing competition in the world. To prepare the young generation for the future era of digital technologies, the education system will focus on inculcating digital competences from school age, giving them new fundamental skills, qualifications and professions. This policy emphasizes the importance of creative and innovative society that supports the most modern technological fields and innovations. Funding mechanisms will be formed to promote result-oriented scientific research. Quality healthcare services will be provided for all to increase the productive activity and social welfare of citizens.
This policy addresses environmentally friendly technologies, the use of clean energy sources, efficient use of natural resources, increase of green areas, waste recycling and pollution prevention, together with the prospective economic development of the country. It also takes into account the impacts of climate change and gives emphasis on the reduction of emissions at a level consistent with international standards to protect air quality. In order to fully meet the needs of current and future generations, the application of environmentally friendly technologies will be expanded.
