Abstract
Azerbaijan's Nationally Determined Contributions is a national policy, covering the period between 1 January 2023 and 31 December 2050. The objective of this policy is to reduce greenhouse gas emissions by up to 40% compared to 1990 level, if international support is provided through financing, technology transfer and capacity building. Emission reduction targets apply to energy, industrial processes and product use, agriculture, land use, land use change and forestry (LULUCF), and waste sectors.
The Republic of Azerbaijan will seek to reduce greenhouse gas emissions, taking into account the maximum absorption capacity of forests and other ecosystems. In order to reduce GHG emissions, green and smart technologies will be introduced in accordance with the sustainable socio-economic development targets of the Government. The widespread use of environmentally friendly green technologies will be promoted to fully meet the needs of present and future generations. The share of alternative and renewable energy sources in primary consumption in all sectors of the economy will be increased and measures will be taken to reduce the impact on climate change.
The Government will take actions to encourage the decarbonisation of the economy and promote sustainable and inclusive development. Incentive measures will be implemented in the energy sector to accelerate the use of renewable energy sources through flexible regulation of alternative energy tariffs, strengthen scientific and technical skills, continue training of specialists, raise awareness of energy consumers and involve the private sector in this process. In order to reduce emissions from the industrial processes and product use sector, specific measures will be taken to stimulate and promote the use of modern technologies in the public and private sectors, encourage energy efficiency and greater use of alternative energy sources, and develop recycling.
Environmental protection mechanisms will be improved in the agricultural sector. Performance indicators will be developed to meet modern requirements for the implementation of agricultural production on the basis of environmental standards, conduct appropriate assessment, and reduce carbon emissions into the air in the agricultural sector. A mechanism will be set up for assessing the environmental impact of the process of changing the purpose of land use, improving the management of pastures, improving the recovery of irrigated lands, preventing re-salination and eliminating other problems within the priority of improving the mechanisms for sustainable use of agricultural land and water resources. Measures will be taken to expand the share of forest areas and protected natural areas in the total area which will lead to an increase in the absorption potential of greenhouse gases in the medium and long term. Effective management of the waste sector will be strengthened through the application of circular economy model in order to reduce the greenhouse gas emissions in this area.
