Government Decree No. 131 validating and ratifying Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Azerbaijan Republic on cooperation in the field of plant quarantine, signed on October 11, 2022.

The Parties shall cooperate in the field of plant quarantine to prevent the importation and spread of quarantine pests into the territory of the States of the Parties in order to ensure the phytosanitary safety of their States in accordance with the legislation and international obligations of the States of the Parties. The provisions of this Agreement apply to all regulated products, including soil, plants with soil and any other organisms, objects or materials that may harbor or spread quarantine pests, including regulated products received as a gift or for scientific purposes, as well as intended for diplomatic, consular and other representations of the states of the Parties. The competent authorities for the implementation of this Agreement are: from the Cabinet of Ministers of the Kyrgyz Republic - Department of Chemicalization, Plant Protection and Quarantine of the Ministry of Agriculture of the Kyrgyz Republic; from the Government of the Azerbaijan Republic - Food Safety Agency of the Azerbaijan Republic. The Parties cooperate in the following areas: (a) exchange of information on the emergence and spread of new quarantine pests, as well as on measures to combat them and measures to prevent their spread on the territory of the Parties; (b) exchange of official documents in force on the territory of the states of the Parties, regulating the import, export and transit of regulated products, as well as informing each other about all changes made to them; (c) conducting joint scientific research, providing each other with scientific, methodological and technical assistance in the field of ensuring quarantine and phytosanitary safety; (d) advanced training of specialists and experts of the Parties in the field of plant quarantine; (e) adoption of phytosanitary measures that are technically sound and based on the principles of transparency, non-discrimination and hidden restrictions; and (f) exchange of information about all changes made to the official Lists of Parties of quarantine pests.
