Abstract
This Law defines the general legal, economic and managerial foundations of activities in the energy sector, as well as mechanisms for ensuring energy security, forming a healthy competitive environment, supporting sustainable economic development, and providing consumers with reliable, high-quality, accessible and safe energy.
It lays down provisions on the protection of energy consumers' rights; activities in the energy sector based on market relations and free competition; fair trade practices in the energy sector; energy prices/tariffs; transparency of activities and regulation in the energy sector; separation of types of activities in the energy sector; energy consumption; energy balance; energy security; sustainable development in the energy sector; state programs in the field of energy; protection of the environment and prevention of environmental damage; elimination of damage caused to the environment and to the life, health and property of third parties; efficient use of energy resources and energy efficiency; utilization of renewable energy sources; promotion of private investment in the energy sector; and international cooperation in the energy sector.

Entry into force notes
This Law shall enter into force on the date of its publication, except as provided for in Article 28.2 of this Law. Articles 15.3 and 15.4 of this Law shall enter into force on 1 July 2025, and articles 8, 10.2 and the second sentence of Article 15.6 shall enter into force on 1 July 2028.
