Law No. 1143-VIQ on the creation of artificial land plots in the section of the Caspian Sea (lake) belonging to Azerbaijan.

This Law regulates the creation of artificial land areas in the part of the Caspian Sea belonging to Azerbaijan, the organizational and legal bases of the creation of artificial land areas, and determines the characteristics of the use of artificial land areas, including construction on those areas. It provides for the creation of the artificial land plot separately or adjacent to the coastal strip, island, or other artificial land plot in the part of the Caspian Sea belonging to Azerbaijan, separated from the lands of water fund. This Law does not allow to create an artificial plot of land without an EIA document of the project and without conducting a state environmental expertise of that project document, in accordance with the provisions of the Law on environmental impact assessment.
