Abstract
This Law lays down the principles of entrepreneurship in Azerbaijan, and provisions on the rights and duties of entrepreneurs, their protection and recognition by the state, and the state registration, licensing and inspection of entrepreneurs. The purpose of this Law is to create favourable conditions for economic initiatives and entrepreneurship based on the principle of equality in all forms of property, independency in choosing areas of activity and making economic decisions. The provisions of this Act shall apply to: every citizen of Azerbaijan engaged in entrepreneurial activities; legal entities regardless of ownership form; any foreign national or stateless person; and foreign legal entities. Article 4(1) of this Law stipulates the criteria for the division of enterprises into micro, small, medium and large scale. According to Article 6, the rights of entrepreneurs include but not limited to: access to social security system, being engaged in international trade, participation in trade unions and other associations, and the right of choice the type of voluntary insurance. The competent authorities on antimonopoly activity, taxation, licensing, ecology, sanitation, architecture, technical safety and fire protection have the right to request the suspension or termination of entrepreneurial activity, in case of failure during the inspection.
