Memorandum of Understanding on cooperation in the field of plant protection and quarantine between the Food Safety Agency of the Republic of Azerbaijan and the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia.

This Memorandum of Understanding has been approved by the Law No. 229-VIIQ dated 4 July 2025. Both parties recognize the importance of preventing the introduction and spread of quarantine pests into their territories and ensuring food safety in the development of trade relations and the implementation of trade agreements, in accordance with the phytosanitary regulations of the International Plant Protection Convention (IPPC) of FAO. The Parties agree to cooperate in the following manner: (i) taking necessary phytosanitary measures to prevent the introduction and spread of quarantine pests during import, export, re-export and transit from the territory of one Party to the territory of the other Party; (ii) exchanging information on legislative acts regulating plant protection and quarantine measures in the territories of the Parties; (iii) exchanging information on the registration and spread of quarantine pests in the territories of the Parties; (iv) exchanging information on science-based research topics in the field of plant protection and quarantine; (v) random inspection of materials under quarantine control at places of production and storage in the territories of the Parties; (vi) sharing experiences and organizing mutual working visits of specialists in order to promote scientific innovations in the field of plant protection and quarantine; (vii) exchanging scientific and technical assistance in the implementation of plant protection and quarantine measures, registration, localization and destruction of quarantine pests; (viii) in case of doubt regarding the validity of a phytosanitary certificate or the information contained therein, communicating with the relevant body issuing the phytosanitary certificate to provide information to clarify the issue upon the official request of the other Party; (ix) exchanging lists of quarantine and regulated non-quarantine pests on quarantine-controlled materials; and (x) exchanging preliminary information on import and export prohibitions and risks of quarantine-controlled materials in accordance with the national legislation of the Parties.
