Abstract
This Decree lays down rules for conducting risk-based state control over food safety at all stages of the food chain, taking into account the level of risk posed by the product. These Rules apply to: (i) foodstuffs, as well as the stages of primary production, production, processing, circulation, utilization and destruction of food; (ii) materials and products in contact with foodstuffs, as well as the stages of production and processing of materials and products in contact with food; (iii) animal feed, including feedstuffs intended for food producing animals and others, as well as the stages of primary production, production, processing, sales, utilization and destruction of feed.
Risk-based state control shall be conducted for the purposes of: (1) prevention, reduction, restriction, elimination of primary production, production, processing and sales of food and feedstuffs, as well as materials and products in contact with food, which may pose a threat to the life and health of people and animals, the environment and the property interests of the state, and their disposal and destruction; (2) creation of favorable conditions for safe and high-quality food and feed products, as well as materials and products in contact with foodstuffs; (3) ensuring the compliance with the requirements established in accordance with the law; (4) strengthening the protection of consumer rights; (5) increasing the competitiveness and export potential of local food and feedstuffs.
