Abstract
The purposes of this Regulation are to increase the nutritional value of foods and ensure the level of necessary nutrient intake, protect life and health by preventing, reducing or eliminating nutrient deficiencies, as well as to prevent diseases in the population. The Regulation on food fortification is adopted taking into account the following principles: (i) the priority of protecting human life and health; (ii) proportionality of the adopted decision to the expected result; (iii) transparency in the decision-making process; (iv) the adopted decision to be based on risk analysis in order to ensure the protection of human life and health. The Food Safety Agency and the Ministry of Health shall adopt a decision to initiate the procedure on food fortification based on the data of the medical statistics and information-analytical bank created to study the health status of the population, as well as data on per capita consumption indicators.
The Food Safety Institute shall conduct scientific research on food fortification taking into account the following: (a) medical evidence of one or more nutrient deficiencies in the population; (b) information on low nutrient intake; (c) the possibility of eliminating possible nutrient deficiencies in food intake due to improving the nutritional status of the population and/or changes in eating habits; (d) recent scientific evidence on the role of nutrients in nutrition and their impacts on health; (e) the upper limit of nutrients that is safe for human life and health; (f) the amount of deficiencies in the total diet of the population as a whole or specific groups of the population; (g) the level of intake of the deficient nutrient from other foodstuffs; and (h) requirements established by the legislation in the field of food safety.
