Abstract
The Cabinet of Ministers decrees to validate the Regulation and to entitle the State Amelioration and Irrigation Committee and the Ministry of Finance to envisage in their financial-economic plans the transition to the paid water use economy. The paid water use shall be introduced to use water resources efficiently and thrifty, to improve technical conditions of hydroameliorative systems. The paid water use shall increase economic incentive of Producer and Consumer and enable to recover state expenditures aimed at reliable water supply. The Regulation is the grounds for operational organizations of the State Amelioration and Irrigation Committee of Azerbaijan Republic to carry out activity on self-supporting basis (take over the cost of water taken from water farm systems by tariffs approved). The Ministerial Decree regulates relations concerning water use between water producing organizations of the State Amelioration and Irrigation Committee of Azerbaijan Republic and a Customer (those who use water for watering and their associations) located at the territory of Azerbaijan Republic. The rules provided by the Statement shall be binding for both the Producer and Consumer. The Regulation consists of 6 Sections. Section 1 lays down the general provisions. Section 2 establishes conditions and rules of water fee payment. Section 3 establishes conditions and rules of water distribution. Section 4 regards rules of establishing tariffs (prices) for the volume of water distributed by producer. Section 5 regards rates of compensation of damage resulted from irrigation water shortage. Section 6 contains the form of agreement between the State Amelioration and Irrigation Committee Organizations and water users.
