Ministerial Decree No. 442 approving the "Regulation for importing food and feed products, as well as materials and articles in contact with food, into the customs territory of Azerbaijan, the form and terms of submission of electronic notification sent before the import of such products, materials and articles into the customs territory, and for transit transportation of food and feed products" and "List of food and feed products that must be accompanied by an appropriate document confirming their safety for import into the customs territory of Azerbaijan” and repealing Ministerial Decree No. 302 on food safety certificate.

The purpose of this Decree is to ensure the protection of human and animal life and health and the protection of consumer rights by ensuring food safety control over products imported into Azerbaijan and transported in transit through the territory of Azerbaijan. The Regulation sets out requirements for the import of products subject to food safety control, such as labelling. It also lays down rules on the electronic notification for the products subject to food safety before brought into the customs territory, application for obtaining an import health certificate, state control over imported products, documentary control, the frequency of identity and physical checks depending on the level of risk, and transit of food and feed products through Azerbaijan, control measures on imported products. Annex 3 of the Regulation sets out the classification of products subject to food safety control by risk score. This Decree also approves the List of food and feed products that must be accompanied by an appropriate document confirming their safety for import into the customs territory of Azerbaijan, including but not limited to: meat, poultry products, marine fishes and fish products.
